Authority: MSME Ministry + Registrar of Companies Fee: Free to Rs 15K

Udyam Registration is instant and free. Company or firm registration with the Registrar of Companies takes 7 to 15 days.

Tip. Get your NIC code right on Udyam the first time. A wrong code trips up subsidy applications later.

Authority: AIDC or private vendor Fee: Rs 150 to 620 per sqm

An AIDC industrial estate plot is pre-zoned and comes with approach roads, typically allotted in 30 to 90 days. A private plot is cheaper per sqm but needs land-use conversion and can take 120 to 180 days.

Tip. AIDC processing fee is a flat Rs 50,000 for MSMEs. First-time manufacturers should default to an estate plot.

Authority: Revenue and Disaster Management Dept. Fee: Rs 5K to 50K+

Agricultural land cannot be used for manufacturing until it is converted. This is the single biggest source of project delay in Assam.

Tip. Skip this entirely by choosing a pre-zoned AIDC estate plot instead of raw private land.
An AIDC estate plot is already pre-zoned, so this stage is skipped regardless of track. Note: the self-declaration exemption itself does not cover land-use conversion β€” the 2020 Act's own proviso preserves the Assam Agricultural Land Act, 2015.

Authority: Town Planning + Pollution Control Board Fee: Rs 10K to 2L

Building plan approval and Consent to Establish (CTE) from PCB Assam. Construction cannot legally begin without CTE.

Tip. File CTE the same week as your building plan. Running them in parallel, not sequence, saves 3 to 4 weeks.

Authority: Fire Services + Chief Inspector of Factories Fee: Rs 3K to 15K

Fire Safety NOC, then Factory Licence once your shed and safety infrastructure are in place.

Tip. Book your fire inspection as soon as the boundary wall and hydrant points are up, not after the whole shed is finished.

Authority: EPFO, ESIC, GST Portal Fee: Free

EPF and ESI registration (1 to 3 days each), GST registration (7 to 15 days). All free, all required before you can claim any incentive.

Tip. A single missed EPF deposit later can stall your IIPA 2019 subsidy application at the Sub-Committee stage. Get the stack current from day one.

Authority: APDCL Fee: Rs 5 to 15L deposit

The transformer security deposit surprises most first-time promoters, and the wait routinely runs 3 to 6 months. No grid power, no production.

Tip. Apply for the APDCL connection the day your land is secured, not after construction. It is the longest lead time in the whole sequence.

Authority: PCB Assam + Municipal/Panchayat Fee: Rs 10K to 1.5L

Consent to Operate (CTO) and Trade Licence. Once both clear, you are producing.

Tip. Start your CTO application while CTE is still active. It is a renewal in substance, not a fresh review, if the file is continuous.
